    Liu Quan, Han nationality,Associate professor ofLawSchool of Central University of Finance and Economics(CUFE), postgraduatesupervisor. The first batch of young “Longma Scholars” from theCUFE.Executive Director of theResearchCenter for Digital Economy andRule of Law, and Director of the Departmentof Artificial Intelligence andCyberLaw.Editor oftheLawand Economy.Visiting Scholar at the University of Hamburg, Germany (2012-2013). Doctor of Judicial Science fromPeking University. In 2006and 2009, he respectively obtainedbachelorandmaster degree in law from Zhongnan University of Economics and Law(ZUEL). In 2014, he obtained a doctorate degreeinConstitutional andAdministrative law from Peking University.He has taughtat theLaw School of CUFE since July 2014. His main research areas and interestslie in AdministrativeLaw,AdministrativeLitigationLaw,CyberLaw,ConstitutionalLaw, etc. He has taught systematically undergraduates and postgraduates a number of coursessuch as Administrative Law, AdministrativeRemedyLaw, Administrative Law Topics, Comparative Administrative Law, and Administrative Litigation LawTopics. In 2017, he was selected as one of the first batch of “100 lawtalents” training projects in Beijing.

    He has published over 30 papers in journals such asChina Legal Scienceand more than 20 articles inPeople's Daily,Guangming Dailyand other media. He was in charge of or a part of editing of 10 more books, such asIntroduction to Regulation of E-Commerce, Administrative Law and Administrative Litigation Law.He has presided over a number of projects at provincial and ministerial levelsuch as theMinistry of Education,the Ministry of Justice, the Ministry of Civil Affairs,theChina Law Society, and the Beijing Social Science Foundation for Youth Project. The mainpart-time academic job is the director of China Cyber and Information Law Society, theAct of Administrative EnforcementSociety of China Behavior Law Association, the China Consumers Protection Law Society, the Soft Law Society of China Behavior Law Association, Beijing Administrative Law Society, Beijing Cyber Law Society, andthe Real Estate Law Association of Beijing Law Society. He is also a member of the rule of law education expert library of national youth law popularization network of the Ministry of Education and is one of Litigation Service Consulting experts of the Supreme People's Court of the People’s Republic of China.
